This research analyzed Corruption Eradication Commission (KPK) for the period of 2015 ? 2019 and Independent Commission Against Corruption (ICAC) Hong Kong for the period of 2003 ? 2016 in the efforts of declining of Anti-corruption Agency by political actors. This research used three theories, these are theory of political corruption from Philp (2002) and Blechinger (2001). The method of this research was qualitative with the primary data source of interview and secondary data. This research shown the declining efforts through criminalization of commissioner as experienced by Agus Rahardjo and Saut Situmorang, and the terror against commissioners and staff of KPK as experienced by Agus Rahardjo, Laode M. Syarif, Afif Julian Miftah and Novel Baswedan made by other people from political actors, public and private officer who are entangled in corruption cases and being handled by Anti-corruption Agency. There was an internal scandal involve the commissioner of ICAC for the periode of 2007 ? 2012 Timothy Tong which that made the declining happened. Then the factors that caused the declining of these two anti-corruption agency keep happens are: many political actors involve in corruption cases, the lack of officer integrity and the lack of political will from the government in eradicating corruption. For the declining efforts that occurred, the anti-corruption agency also reacted with counterworking with the aim to avoid the declining of Anti-corruption Agency in the future, if in KPK have a collaboration with the anti-corruption civil society coalition, meanwhile in ICAC Hong Kong by involving the public with anti-corruption campaign.
